Department of Ayush, Delhi./AYUSH SCHOLARSHIP SCHEME 2011


AYUSH SCHOLARSHIP SCHEME

Government of India through the Indian Council for  Cultural Relations (ICCR) has 
been offering scholarships to pursue Ayurveda Unani, Siddha and Homoeopathy courses in 
India since 2005. The total number of scholarships offered for AYUSH courses initially was 
30. Resurgence of AYUSH at international level has resulted in growing demand from foreign 
students to study in Indian Institutions. Keeping this in mind, the Department of AYUSH had 
proposed to support foreign nationals under its international fellowship programme for 
undertaking AYUSH courses at premier institutions in India. In addition to the 30 
scholarships provided initially, another 20 scholarships are being provided under the 
International Cooperation scheme of the Department  of AYUSH.  The Department is also 
providing 20 scholarships to students of Malaysia.   
 
Scholarships are provided for the following courses  
Under Graduate courses
• Bachelor of Ayurvedic Medicine and Surgery (BAMS):  5 ½ year degree course 
including one year mandatory clinical training 
Eligibility: 12 years of schooling with science subjects 
• Bachelor of Siddha Medicine and Surgery (BSMS): 5 ½ year degree course including 
one year mandatory clinical training 
Eligibilty: 12 years of schooling with science subjects 
• Bachelor of Unani Medicine and Surgery (BUMS): 5 ½ year degree course including 
one year mandatory clinical training 
Eligibilty: 12 years of schooling with science subjects 
• Bachelor of Homoeopathic Medicines and Surgery (BAMS): 5 ½ year degree course 
including one year mandatory clinical training 
Eligibilty: 12 years of schooling with science subjects
Post Graduate Courses 
• M.D. Ayurveda : 3 year course 
Eligibilty: BAMS degree  recognized by CCIM 
• MD Siddha: 3 year course 
Eligibilty: BSMS degree  recognized by CCIM 
• MD Unani: 3 year course 
Eligibilty: BUMS degree  recognized by CCIM (It may be noted that amongst foreign universities  only degrees of Sri Lankan 
Universities i.e. BAMS and BUMS from Institute of Indigenous medicine, University, 
of Colombo, Sri Lanka and BSMS from University of Jaffna, Sri Lanka are recognized 
by CCIM) 
• MD Homoeopathy: 3 year course 
Eligibilty: BHMS degree  recognized by CCH 
(It may be noted that only the UG degrees of Indian Universities are recognized by 
CCH) 
Ph.D. Courses 
Ph.D in Ayurveda: 3 years course (only1 seat is available for foreign students) 
Eligibilty: MD (Ayurveda) degree recognized by CCIM

Procedure for application

ICCR sends the offer letter for scholarships to Indian Missions abroad. Offer of scholarships
are advertised by the Indian Missions in countries  where the scholarships are offered.
Application forms for scholarships are available with the Indian missions. Interested
students are required to submit six complete sets of applications forms at the Missions.
Applications should be properly filled- up and sent with complete supporting document.
Certified copies of all documents should be accompanied with English transitions, a syllabus
of the qualifying examination should be enclosed with the application.
Selection procedure

Applications from the desirous foreign nationals received by the Indian Diplomatic Missions
concerned are scrutinized and forwarded by them to  ICCR for selection and placement.
ICCR, however, does not consider applications which are received directly from the
candidates.   ICCR in-turn forwards the application to the Universities/educational
institutions who have their own eligibility criteria. A scholarship is awarded only when the
admission is confirmed by ICCR. Thereafter appropriate visas are issued by the Missions.

1.Sub. :  Renewal of permission for the existing UG and PG courses during 
2011-12 in the ASU colleges.



2. As you aware that the Central Council of Indian Medicine, New Delhi, had 
in the light of the law laid down by the Supreme Court in Medical Council  of India 
vs.Madhu Singh Others as reported in AIR 2002 SC 323,(2002) 7 SCC 258 issued 
policy instructions in October,2003  to specify 31stOctober of every academic year 
as the cut off date for admission to undergraduate courses in Ayurveda, Siddha and 
Unani systems of medicine.

3.        The Ministry of Health and Family Welfare(Department of AYUSH) had, in 
view of the aforesaid policy adopted, been making  sincere efforts to stream line the 
process and adhere to the above mentioned date line, as far as may be. However, in 
view of exceptional circumstances, the date line of 31stOctober had to be extended 
to 30thNovember in the academic years 2009-10 and 2010-11.

3.       It is in the background of the experience of the academic years 2009-10 and 
2010-11 and the endeavour to stream line the process so as to convey the decision 
of the Central Government for the academic year 2011-12 at the earliest , the 
Department envisaged and attempted the completion of the inspection as statutorily 
required to be carried out by the regulator namely, the Central Council of Indian 
Medicine, by the middle of April,2011 and make the recommendations available to 
the Central Government by the middle of May,2011 so as to enable communication 
of the decision in respect of the academic year by the end of July,2011.  However, it 
is informed that the visitations to ASU medical colleges have been started by the 
Central Council of Indian Medicine on 28thMarch and have continued during the 
month of Apri,2011 and thereafter, the field reports and the recommendations of the 
Central Council of Indian Medicine have got a bit delayed.

4.      As you are further aware that the recommendations of the Central Council of 
Indian   Medicine, as and when received, require examination   through    the due -2-
process prescribed in the Indian Medicine Central Council Act,1970 and  an 
opportunity of personal hearing is required to be given to a college with respect to 
deficiencies observed before a decision of the Central Government can be taken.  

5. Therefore, while it expected that the decision in respect of the bulk of the 
colleges will be communicated soon, however, the Department anticipates that the 
decision in respect of the existing courses in all the ASU medical colleges for 2011-
12 will, save in cases of exceptional circumstances, be taken and communicated on 
or before the cut off date of 31stOctober,2011.

Addressing National Implementation Research Priorities

Improving maternal, newborn and child survival is a global and national priority. There are 
known, effective health interventions which can substantially improve survival, but these 
interventions are not reaching all those in need. Recognizing the role of implementation 
research in improving access to efficacious interventions, a national initiative supported by 
the World Health Organization has been launched. In this initiative, implementation research 
is defined as research that: 

a. Identifies common implementation problems and their main determinants which hinder
effective access to interventions, and develops and tests practical solutions to these
problems; and
b. Determines the best way of introducing these practical solutions into the health system
and facilitates their full scale implementation, evaluation and modification as required.
Implementation research priorities
A national workshop was held in July 2011 to identify implementation research priorities.
Participants in this workshop included programme managers, technical experts and national
research organizations. Key barriers for scaling up of interventions in the country were
identified and research questions to address these barriers were listed. These questions were
scored by participants based on six standard criteria, including answerability by research,
potential impact, relevance to barriers to scaling up, innovation and originality, potential
effect on equity, and likelihood of use of research results by policy-makers and programme
managers. The following questions emerged as the highest priorities:
1. How can doctors, nurses and technicians be attracted and retained in rural and hard to
reach areas?
2. How can mothers, newborns and children needing health care be reached in hard to
reach places?
3. How can the coverage and quality of home visits, particularly on the first day after
birth, be improved?
4. How can mobile phones be used to improve the delivery of maternal, newborn and
child health services?
5. How can quality maternal, newborn and child health care be provided in first level
facilities in remote and hard to reach areas which do not have doctors?
6. How can children with severe acute malnutrition be managed using a communitybased strategy for identification and treatment?

7. How can 24/7 availability of medicines and other necessary supplies to all health
workers be ensured?
8. How can health workers, at facility and community level, be supervised on a regular
basis with high quality?
9. How can motivation and performance of health care workers be achieved and
maintained using financial and/or non-financial incentives?
10. How can quality of health care received by mothers, newborns and children in health
facilities be improved?
Purpose of the Call
Through this call, we are inviting letters of  intent for conducting implementation research
studies that would address the above-mentioned priority questions. It is expected that the
proposed studies will develop different options for addressing the implementation issue
relevant to the questions and evaluate these options using appropriate study designs.
The research teams with the selected letters  of intent will be supported to develop full
research proposals and assisted in finding funds to support the research.
Intended recipients of this call
This call is intended for research institutions and teams within the country, who are involved
or interested in implementation research.
Prerequisites for application
1. The principal investigator shall be an Indian national.
2. The composition of the research team must be multidisciplinary in two aspects:
a. mix of expertise (e.g. clinical expertise, social sciences, epidemiology, statistics,
health systems, health economics; etc.); and
b. mix of roles and responsibilities within the health system (e.g. researchers, policymakers, programme managers, members of NGOs/civil society; etc.);
3. Each research team must include at least one policy-maker or programme manager who
should be part of the core decision-making team of the research project;
4. Each research study shall have an integral component on research capacity strengthening;
5. Each research study shall emphasize how the findings of the study will be generalizable
to other settings within the country;
6. Each letter of intent shall describe the roles and responsibilities of each team member – in
particular the policy-maker or programme manager– in the conduct and successful
development of the study. 3
How to apply?
The deadline for the submission of letters of intent is 1 September 2011. Letters of intent
should be sent by e-mail in English and should not exceed six A4 size pages with font size of
at least 10. They should include the following:
i. Title of the research study;
ii. Name, affiliation, and complete address (including e-mail, phone and fax numbers) of
the principal investigator;
iii. Team composition, and a description of the skills and capacity of the team;
iv. Justification of the study (including how expected results will contribute to scaling up
of maternal, newborn and child health interventions), and a brief summary of the
related work from the literature;
v. Objectives of the study;
vi. Brief description of the methodology (study area, target population, study design,
sample size, data collection and analysis, etc.);
vii. Feasibility of implementing the study in the proposed setting by the research team:
viii. Ethical considerations;
ix. Time lines;
x. Expected budget;
xi. Curriculum vitae of the principal investigators and key team members (maximum 1
page for each investigator;  these will not be counted against the 6-page limit of the
letter of intent).
Selection process
Letters of intents will be reviewed on a competitive basis by a panel of independent experts,
based on the following criteria:
i. Relevance of the proposed study to the Call, based on the objectives and justification
provided;
ii. Appropriateness of methods for achieving the objectives;
iii. Feasibility of implementing the study;
iv. Capacity of the research team: multi-disciplinary expertise, research experience,
experience of working with health programmes;
The short listed research teams (a maximum of 8) will be notified and the research team will
be invited to participate to a proposal development workshop, which will be organized in
December 2011 (tentative dates).
The research teams will be assisted in finding funding support for the developed proposals
from national and international funding agencies. 4
