About Indira Gandhi National Open University
IGNOU, established in 1985, has emerged as one of the
largest Universities in the world. IGNOU serves the
educational aspirations of nearly 3 million students in India
and 35 other countries through the 21 Schools of Study and
a network of more than 65 Regional Centres, around 1400
Study Centres/Tele-learning Centres and around 46 Overseas
Centres. The University offers nearly 500 Certificate,
Diploma, Degree and Doctoral programmes with strength of
about 400 faculty members and academic staff at the
Headquarters and Regional Centres and about 45,000
counsellors from conventional institutions of higher learning
and professionals from various organisations. The degrees
awarded by IGNOU are recognized as on par with those
awarded by any other central or state university in the
country. The commonwealth of Learning, Vancouver,
Canada, has conferred the title, “Centre of Excellence in
Distance Education” on the University. The University
offers a number of programmes in Face-to-Face mode besides
the Open Distance Learning (ODL) programmes.
About the School of Sciences
The School of Sciences has been functioning right from the
inception of the University. It has successfully met the
challenge of imparting good quality theoretical and practical
education in the different science disciplines. There are eight
disciplines falling in the ambit of School of Sciences. The
School offers programmes at all levels, i.e. Certificate,
Diploma, Degree, PG Diploma, PG Degree and Doctoral
Degree in addition to the awareness programmes. The multimedia instructional package consists of printed self
instructional material, audio-video programmes, interactive
radio counseling, broadcast of audio through Gyan Vani
channel, telecast of video programmes by dedicated Gyan
Darshan channels and live teleconferencing. SIR C.V. Raman
Chair has been initiated in the School since 2009 to promote
Science Education and Research.
Background of the Conference
The International Union of Pure and Applied Chemistry
(IUPAC) and UNESCO have proclaimed the year 2011 as the
International Year of Chemistry to celebrate the achievements
of Chemistry and its contributions to the well-being of
humankind and also to celebrate the 100
th
anniversary of the
award of Nobel Prize to Madam Curie. It has been decided to
plan various activities to:
• increase the public appreciation of Chemistry in meeting
world needs,
• increase interest of young people in Chemistry, and
• generate enthusiasm for the creative future of Chemistry.
Scope of the Conference
In the light of the above, the conference on “Chemistry:
Education and Research Frontiers” is being organised to
commemorate the International Year of Chemistry. The
conference aims to address the issues pertaining to Chemistry
Education and exploring the newer and emerging areas of
chemical research. This is planned to be achieved by means
of series of invited lectures by renowned persons of
international acclaim and oral/poster presentations by the
young scientists. The conference would provide an
opportunity to the participants to gather information and also
interact with the dignitaries. An added feature is the inclusion
of a session dedicated to the role of women scientists in
chemical research commemorating the Centenary of Madame
Curie’s Nobel Prize.
Venue
The conference would be held at the Convention Centre
IGNOU, Maidan Garhi, New Delhi 110068. The centrally airconditioned auditorium is fully equipped with state of the art
presentation facilities, ample space for poster presentation
and is in the midst of sprawling lush green lawns.
How to Reach IGNOU
Please take a prepaid taxi from the airport/railway station.

requested to make their own arrangement for hotel
accommodation well in advance.
Submission of Abstracts
The scientific program would comprise of oral/poster
presentations from scientists and academicians and invited
lectures from internationally eminent experts. The papers are
invited on the: Frontier Areas of Chemical Research.
Abstracts of the papers for oral / poster presentation (about
300 words) should be sent, by e-mail, on or before

August, 2011, to the convenor / co-convenor.
Guidelines for abstract
Abstract should have a maximum of 300 words typed in
Times New Roman font (12 point) with double line
spacing.
The soft copy of the paper should be submitted with the
name of the presenting author underlined.
The paper should be original one, not submitted/
published elsewhere.
Each delegate is permitted to present only one paper as
presenting author.
Awards
The best posters by the young scientists will be awarded.

IGNOU/IT Mass Literacy Programme
Large section of population in India needs access to information such as market
prices of goods they produce, about health services, about the structure and services
of public visibility for improving the quality of their lives and livelihood, etc.
Information Technology could provide access to knowledge, education and
skills development. It is a known fact that use of Information Technology can also
contribute towards universal access to education, equity in education, delivery of
quality learning and teaching and more efficient education management, governance
and administration.

There is a need to empower everyone with basic IT literacy skills so that they

The Parliamentary Standing Committee on IT in it’s 7th report on Information
Technology (2009-10) on “Demands of Grants (2010-11)” of the Ministry of Communications
and Information Technology (Department of Information Technology) had recommended
that there is a need to maintain the data with regard to literacy rate in computer in our country.
Keeping the above in view, Government of India has initiated a policy level intervention for
spreading IT Mass Literacy in the country. For spreading IT literacy, evolving an implementation
strategy for IT mass Literacy, eliciting suggestions / comments and information on various
aspects of IT literacy viz. definitions and standards, approach for development of course
material, methodologies for spreading of IT literacy etc., a Working Group on IT Mass
Literacy has been constituted under the chairmanship of Vice Chancellor, IGNOU and
members from Ministry of Human Resource and Development, Ministry of Labour and
Employment, Ministry of Social Justice & Empowerment, Ministry of Rural Development,
NASSCOM and various State Governments etc.
During the first meeting of the Working Group on IT Mass Literacy it emerged that in
order to bring out a set of definitions for IT literacy; methodology to evolve a definition,
linking the definition to the kind of course structures and syllabus, structure for spreading
IT literacy comments/views could also be invited from the public. In view of this it is
requested that the feedback form may please be filled up to enable us to achieve the
objectives as brought out earlier.
