UNIVERSITY OF KERALA/ Registration as Private Candidates for B.A./B.Com. Degree Examinations/2011


PRIVATE REGISTRATION - NORMS
1)          Private registration is permissible for the B.A., B.Com Degree Examinations and Music B.A (Annual).
Private registration is not granted in (1) Psychology  (2) Tourism and Hotelier.
Private Registration is granted only in courses for which Annual Examination are conducted.
2)          Students need not attend the regular classes.
3)         Application shall be entertained only for the March/April Examinations.
4)         Persons who are permanent residents of or domiciled in Kerala and who have passed the examination recognised by the University as sufficient qualification for admission to the course of study leading to the respective examination are eligible to apply for registration as private candidates. Candidates who have passed the SSLC Examination without eligibility to seek admission in a college affiliated to the University shall not be eligible to apply for registration as Private Candidates.
5)         
a) Those who had appeared for the Final year B.A./II year B.Sc examination are permitted to register as private candidates for the B.A. Degree examination offering a new group of Optional Subjects/Additional language provided they remit Rs. 100/- towards fee for Private Registration. Such candidates should have passed Part I and Part II of the B.A/B.Sc Examination before they apply for Private Registration.   Repetition of optionals will not be permitted.
b) Those  who have passed Parts I and III of the B.A./B.Sc Degree Examination but failed in Part II (Additional Language) are permitted to register as private candidates offering a new additional language by  remitting  Rs. 100/- towards fee for Private Registration.
6)         A candidate who has passed the Vidwan/Sahitya Visarada Examination of Kerala University or an examination recognised as equivalent there to shall be eligible to apply for registration as a private candidate and appear for Part I English of the B.A. Degree Examination with exemption from appearing for Part II and III of the examination, provided they are eligible for admission to course of study in this University as per their SSLC.
7)         Holders of Sahityacharya certificate are allowed to appear for B.A. (Hindi) Examination, provided they have passed SSLC examination with eligibility for admission to a course of study in the University and also have passed the Pre-degree examination or any other examination recognised as equivalent there to by this University. Such candidates are exempted from passing part II and Part III Main Language.
8)         A candidate who has passed B.Com degree examination or who has been presented for I year or II year or III year B.Com degree examination will be permitted to join B.A. Degree course by Private Registration, provided he has the requisite qualification to join B.A Course.
9)         A candidate of the B.Sc Degree examination who has discontinued the course of study after having appeared/registered for the first year examination will be permitted to join B.A. Degree course by Private Registration, provided he has the requisite qualification to join B.A. Course.
10)      A candidate of the B.Sc Degree examination who has discontinued the course of study after having appeared/registered for the first year examination shall be allowed to cancel both the registration and examination taken. Such candidates may be allowed to seek admission to the B.A degree course/B.Sc degree course in another main subject by joining a college or by joining the correspondence course or through private registration, and to under go the course of study for three years as the case may be, provided they are otherwise eligible to joint the course. Such candidates will have to take the first year examination at the end of first year, II year examination at the end of the II year and III year examination at the end of the III year of the course.A candidate of the B.A. degree examination who has discontinued the course of study after having appeared/registered for the first year examination shall be allowed to cancel both the registration and the examination taken by him at the end of the first year and allowed to seek admission to B.Sc degree course in a college and to undergo a course of study for three years provided he is otherwise eligible to join the course.A candidate of the B.Sc Degree course who discontinues his course of study after having undergone the course for two years and has passed in parts I and II of the course, is allowed to join the B.A degree course, and to undergo the course of study for a period to two years either by joining a College or by Private Registration or by joining the Correspondence Course, and is permitted to appear for the optional subjects under Part III (both Main and Subsidiaries) of the B.A Degree Course together, at one sitting, at the end of the course.
11)       The interval between the date of passing the qualifying examination and the date of examination for which registration is applied shall not be less than the normal period prescribed for the course.
12)       Application for registration as private candidates shall be made in the prescribed form.
13)       There shall be single registration for a course.

14)       B.Sc and B.A. degree holders will also be allowed to appear for another additional language through Private Registration.
15)       Candidates who have passed B.Com degree examination of Kerala University with one elective subject shall be allowed to register as private candidates to appear for another elective subject.
16)       Candidates who have qualified for the B.A/B.Sc degree of University and who wish to appear for Part III of the B.Com degree examination shall be allowed to do so. They should remit Rs.100/- towards fee for Private Registration.
17)       Remittance of Fee:
Candidates should remit the fee either in cash at the Cash Counter at University Office, Thiruvananthapuram or by Demand Draft of the SBT/SBI/District Co-operative Banks. The D.D should be drawn infavour  of Finance Officer, University of Kerala, Payable at Thiruvananthapuram. The candidate should write Name, Address and Purpose of Remittance on the reverse side of the D.D.  While making payment at the cash counter care should be taken to state clearly the purpose for remittance in the University Pay-in-Slip.
18)       Fee one remitted on this account shall in no case be refunded.
19)       Applications for registration as Private Candidates shall be sent to the

Pin-695034”, not later than the date prescribed in the notification inviting applications for registering as Private Candidates.
20)       Candidates who obtain Private Registration for an Examination to be held in a particular year should take the examination in that year itself. They should forward the original registration memo along with the application for the examination. In case the candidate does not register for the examination in the year for which Private Registration is granted in the subsequent year, he/she should renew the registration, surrendering the original memo.
21)       Cancellation on Private Registration once granted shall be made only on surrendering the Private Registration Memo already issued to the candidate, candidates who had appeared for the examination after being registered as private candidates and failed in the examination may appear for the next session without again registering as private candidates. Such candidates shall apply for admission to the concerned examination in the prescribed form remitting the prescribed fee.
22)       In case a candidate who has applied for Private Registration wished to change the additional language or to change the optional subjects and register for fresh additional language or optionals under the same Faculty, the application for the same should be submitted before 30th November of the year of registration.

23)       Regular students of colleges who discontinue their studies after appearing for the examination at the end of the First/Second Year shall be allowed to complete the course through Private Registration and take the Second/Third Year Examination as the case may be.
 24)       Candidates who have not been previously registered as matriculate of this University and also those who register after undergoing a course of study in another University shall apply for such registration in the prescribed from.
25)       Candidates who have passed the qualifying examination of other Universities/Bodies shall be required to apply for recognition of the qualifying examination passed by them, in the prescribed form. Such candidates applying for recognition of the qualifying examinations shall submit along with their application, the qualifying Certificate and the Migration Certificate (in original).
26)       Candidates who have passed their qualifying examination from Universities, Boards outside Kerala State shall submit Eligibility Certificate obtained from Kerala University (Academic branch) along with the application for Private Registration.
27)       Private Registration Memo will be issued to every candidate whose application for Private Registration is in order. Registration as private candidate shall not entitle the candidate for automatic admission to the examination.  Application for admission to the examination is to be submitted separately in the prescribed form together with the prescribed fee and the Private Registration Memo issued by the University.
28)       In case the original Private Registration Memo is issued to the candidate is lost, a duplicate will be issued on payment of a fee of Rs. 15/-.
29)       Candidates debarred by the University from appearing for any University Examination shall not be eligible to apply for registration as private candidates before the period of ban is over.
30)       Application for registration as Private Candidates for the second and third year of the B.A/B.Com degree examination shall be accompanied by the Hall Ticket/Marklist issued by the University in respect of the previous examination and the transfer certificate.
31)       Application for registration as a private candidate for the B.A/B.Com degree examination shall be accompanied by
a.   The transfer certificate in original from the recognised school/college last attended by the candidate
b.       Qualifying certificate (in original)
c.        University Pay-in-Slip/Demand Draft in original
d.       Application for registration as a Matriculate of the University with the prescribed fee or Rs. 50/-.
e.        Application for recognition of the qualifying examination with the prescribed of Rs. 100/-.
f.         Migration Certificate.
g.       Eligibility Certificate
h.         A sufficiently stamped (for registered post) self addressed envelope.
32)       The Private Registration number given to the candidate should be quoted in all future correspondences with regard to his/her Private Registration.
33)       Cancellation of Private Registration will be granted on surrendering the original private registration memo of the candidate who has not utilised it for registering for the exam.
34)       Candidates who have registered/appeared for the I/II year examination and not registered for the II/III year examination can cancel the unavailed  portion of registration.

CANCELLATION OF PRIVATE REGISTRATION
1.        Cancellation of Private Registration once granted should be made only on surrendering the original Private Registration memo in circumstances where the candidate has not utilised it for registering for the examination.
2.        In the cases where the original Private Registration memo is reported lost, candidates should produce an affidavit from a Notary Public or a Judicial First Class Magistrate to the effect that the original Private Registration memo has been lost irrecoverably and that it was not used for the purpose for which it was issued.
3.        Candidates who had registered/appeared for the I/II year examination and not registered for the II/III year examination could cancel the unaviled portion of the registration.
4.        Cancellation of registration without registering for the examination (both whole registration and unavailed portion) will be entertained with.
a)       A request in plain paper addressed to the Controller of Examination clearly mentioning the year of which registration is granted, Register Number and Centre of Examination taken (if unavailed portion only) and purpose of cancellation.
b)       A Pay-in-slip from University Cash Counter or a D.D. drawn from SBT/SBI/DCB in favour of Finance Officer, University of Kerala, Thiruvananthapuram for Rs.25/-. If the candidate is canceling both registration and examination Rs. 100/- is to be remitted.
c)       Qualifying Certificate and Transfer Certificates to bearing the Private Registration Seal.
Cancellation is not allowed in the case of Candidates pending decision in malpractice case unless final decision is taken.
B.A. Degree
1)          Candidate after obtaining private registration and not registered for the first year B.A. examination can cancel the whole registration remitting Rs. 25/- and surrendering the original Private Registration Memo.
2)          Candidates who had appeared for the first year B.A. examination (both college study and private study) can cancelled the whole registration and examination remitting Rs. 100/- and seek fresh registration with a different set of optionals. No repetition of main or sub is allowed. For such cancellation the marklist and hall tickets has to surrendered.
3)          No cancellation of registration and examination is allowed to candidates registered for II or III year examination of B.A. However, unavailed portion can be cancelled.
B.Sc. Degree
1)       Candidates who had registered/appeared for the first year B.Sc. examination can cancel the examination and seek to private registration for B.A/B.Com course and the cancellation memo is to be attached along with the application for private registration.
Note: the cancellation of such examination is done by the concerned tabulation section.
2)       No cancellation is allowed in the case of candidates who had registered for the second year B.Sc. examination for seeking private registration of B.A., but these candidate are eligible for optional change.
B.Com Degree
No cancellation is allowed to the candidates who had registered/appeared for the I/II/III year B.Com examination. Only the unavailed portion can be cancelled if the candidate has not registered for the examination of that particular year.
Duplicate Private Registration Memo
In cases in which the original private registration memo is lost candidates shall take the duplicate private registration memo. For taking the duplicate private registration memo the following requirements are to be satisfied.
1)       Duly filled application form for private registration of the concerned course in which a single photo to be pasted in the memo side attested by a gazetted officer.
2)       A University Pay-in-slip or Demand Draft for Rs. 15/- from SBI/SBT/DCB drawn in favour of the Finance Officer, University of Kerala, Thiruvananthapuram.
3)       A request, addressed to the Controller of Examinations for a duplicate private registration memo quoting the private registration No. of the memo already issued and the purpose for which a duplicate private registration memo is taken.
Note: Duplicate Private Registration Memo will be issued only for regularising the examination taken without surrendering private registration memo and not for cancellation purposes.
Recognition General Guidelines
1)       Recognition is necessary for all candidates who have passed their qualifying exams from Universities/Board other than University of Kerala.
Note: candidates who have passed their qualifying examination from Calicut University are exempted from obtaining recognition.
2)       All application of private registration which requires, recognition is to be sent to the EF II Section for granting recognition. In no case registration be granted before granting recognition.
3)       In the case of application of candidates who have passed their qualifying examination from the following Universities/Boards are exempted from sending the same to EF II Section for granting recognition.
a)  Mahatma Gandhi University, Kottayamb)   Higher Secondary Board, Keralac)   Vocational Higher Secondary Board, Keralad)   Technical School Leaving Certificate issued by Department of Technical Education, Kerala.
In these, however, the application form for Recognition, Matriculation, Migration Certificate, and the prescribed fee of Rs. 100/- for Recognition of Rs.50/- for Matriculation has to be attached along with application for registration.
Note: 1)  Candidate who has passed the qualifying examination from Higher Secondary Board of
Kerala are exempted from producing migration certificate.2)       The applications of candidates seeking private registration to B.Com course with qualifying examination Diploma in Commercial Practice issued by the Technical Education Department, Kerala is to be send to EF II Section before granting private registration.A)       Private Registration application sent to the EF II section for granting recognition should be accompanied by 1)       Application for Recognition and Matriculation2)       Fee for Recognition and Matriculation is separate Chelan or D.D.      a) Rs. 100/- for recognition
      (b) Rs. 50/- for Matriculation.

Matriculation General Rules
1.  Candidates who have passed their qualifying examination other than from University of Kerala and seeing admission in this University needs to apply for matriculation in the prescribed from remitting the prescribed fee of Rs. 50/-.
2.  In case if a candidate discontinue a course after appearing for the first/second year examinations, and joins another course of another Board/University, shall necessarily be re-matriculated for continuing the course already studies in this University. Migration Certificate from the latter institution is necessary for such cases.

CONDONATION OF SHORTAGE OF ATTENDANCE
1.        Application for condonation of shortage of attendance in the prescribed from should be recommended and forwarded by the Principal/Head of the Institution to the Controller of Examination, 10 days before the commencement of Examination.
2.        Application should be filled in properly, corrections should be attested by the Principal.
3.        Total number of days, wherever required, should be given in days only.
4.        A separate statement, showing the reasons for each day’s absence, duly attested by the Principal, should accompany the application.
5.        Medical Certificate should be produced if the period of absence exceeds five days continuously.
6.        Condonation will not be granted for more than one Academic year during a particular course of study.
7.        The certificate showing that condonation was not granted previously should be furnished by the principal.
8.        The year in which condonation is to be granted should be specified in the application.
9.        Condonation will not be allowed if the shortage of attendance exceeds 20 days.
10.     The prescribed fee for condonation of upto 10 days is Rs. 100/- if the number of days is between II and 20, the fee is Rs. 200/-.

CANCELLATION OF EXAMINATION
Permission will be granted for canceling an examination taken by a candidate on request except in the case of Pre-degree examination. Practical or Viva-voce alone cannot be cancelled. The cancelled exam will not be counted as a chance. Application should be forwarded to the concerned Deputy Registrar through the Chief Superintendent of the exam centre along with the hall ticket and the prescribed fee of Rs. 50/- per paper within 14 days from the last date of the examination. There is no prescribed application form.

REVALUATION OF ANSWER BOOKS
1.      Application for revaluation of answerscripts will be considered only for examinations other than Post graduate Examinations, practical examinations and examinations for which there is provision for double valuation.
2.        Application for revaluation shall be made in the prescribed from supplied by the University on payment of cost (Rs. 10/-). Application must also accompany a self addressed stamped envelope.
3.        The fee for revaluation of answerscripts is Rs. 125/- (Rupees one hundred and twenty five only) per paper. If different sections of questions in a question paper are answered in different answerbooks, all such answerbooks shall be treated together as a single unit/paper.
4.        Application for revaluation should reach the Office of the Controller of Examinations within fifteen days from the date of publication of results or within ten days from the date of receipt of marklists of the examination concerned at the centre where the candidate appeared for the examination, unless other dates are specified by the University.
5.        Applications received after the last date prescribed will not be considered under any circumstances.
6.        Revaluation results are expected to be finalised within 60 days from the last date fixed for receipt of applications for revaluation.
7.        Fee once remitted for revaluation of answerscripts will not be refunded
8.        The original marks secured by the candidate will not be changed the following cases.
i)             If the revalued marks are less than the marks secured in the original valuation.
ii)           If the revalued marks exceed the marks secured by the candidates in the original 
valuation by less than 4% of the maximum marks of the paper. 
9.        If the upward changes in revalued mark is between  4% and 10% of the maximum marks the change will be effected in the original marks.
10.     If the change is above 10% a second valuation is to be done; and if the average of the two revalued marks exceeds the marks secured by the candidate in the original valuation by 4% or more of the maximum marks of the Paper, the average of the revalued marks will be taken as the final marks and the marks secured by the candidate in the original valuation will be changed accordingly.
11.     The candidates applying for revaluation will be permitted to identify their answerscripts after the revaluation results are finalised the communicated to them. Only the candidate will be given the chance to identify the papers. No complaints will be entertained thereafter.
12.     A fresh marklist incorporating the change, if any, will be issued to the candidate who gets the benefit of the higher marks on revaluation. Revised marklist will be issued only on surrendering the marklist issued to the candidate earlier along with the memo communicating the revaluation result.
13.     The result of revaluation will be communicated to the candidate in the address furnished in the application as soon as the result is ready. No interim enquiries of any kind will be entertained.

SCRUTINY OF ANSWER BOOKS
Application for scrutiny of answer books should reach the concerned Deputy Registrar within one month from the date of publication of results unless otherwise notified.         Fee for Scrutiny (each paper) – Rs. 30/-.         Only candidates are allowed to identify the answerbooks after scrutiny.         There is no prescribed application form. A self addressed stamped envelope must also accompany the application.

CONFIDENTIAL REPORTING OF MARKS
Marks scored by a candidate in an exam will be reported confidentially before the publication of results, on request, to the Heads of Institutions outside the University/State for the purpose of seeking admission for higher studied / employment. Marks will be reported to more than one institution if necessary. Additional fee will have to be paid for each additional copy.
Application should be forwarded to the Deputy Registrar of the concerned examination. There is no prescribed application form. Rate of fee is as follows.
1.  For higher studiesRs. 100/-
  Every additional copyRs. 50/-
  2.  For employment Rs. 200/- each copy.
Sufficiently stamped envelope with address of the Head of the institution to whom marks are to be reported should also be submitted along with the application.

TRANSFER OF STUDENTS
1.       Transfer from one college to another         Any student whom has been admitted to a College or a University Department will be allowed a transfer to another College.         A student desirous of transfer from one College to another may apply to the University for permission for such transfer in the prescribed form by paying the prescribed fee.
II.        Inter University Transfer
         A student undergoing a course of study a College or an Institution maintained by or affiliated to an Indian University constituted under a State or Central enactment or an Institution declared as a deemed University under Section 3 of the University Grants Commission Act (Act. 3/1956) shall be granted transfer to continue the course of study in a College or Institution, under the University subject to the following conditions.
a)       The Course of study prescribed by the University shall be the same to which the student is admitted.
b)       The Degree or Certificate to be awarded after the successful completion of the course of study shall be the same recognised as equivalent thereto.
c)       He shall be a student whose name shall be or had been on the rolls of the College from which transfer is sought.
d)       He shall not be a debarred or otherwise punished person for any disciplinary or malpractice case.
A student desirous of such transfer may apply to the University in the prescribed form by paying the prescribed fee.
III.  Combination of Attendance
         A Student who has been permitted by the Vice-Chancellor to be transferred from one College to another, shall apply for combination of the attendance earned by him in the College in which he had studied before such transfer and the attendance that he would be able to earn in the College to which he has been admitted. Every such application shall be accompanied by the prescribed fee and shall be sent to the Registrar of the University through the Principal, so as to reach him not later than one month after admission to the new college, and in any case fifteen days before the last date for the receipt of application for admission to the examination.

MIGRATION TO OTHER UNIVERSITIES
Application for Migration Certificate should be made to the Controller of Examination in the prescribed form which can be obtained from the University Office.
The application should be forwarded through the Principal/Headmaster of the College/School where the student studied last with the prescribed fee.
Application who have passed S.S.L.C. Examination and have not undergone any course of study under this University should remit the prescribed fee for the Migration Certificate and fee for registration as matriculate of this University and forwarded their S.S.L.C. books for verification and return along with their Migration Certificate.
No Migration Certificate will be issued to candidates who are not eligible for admission to University Course of Studies.
Private candidates should furnish the name of the examination with register number and year with month for which they first appeared and state whether they remitted the fee for registration as matriculates. They should also forwarded with the application a Certificate from a Gazetted Officer regarding their pass at the University Examination.
A candidate will not be issued a Migration Certificate more than once at a time. However if the original Migration Certificate issued to a candidate has been lost irrecoverably a duplicate will be issued on Receipt/D.D. for fee together with an application. A Certificate from Gazetted Officer to the effect that the original Migration Certificate issued to the candidate has been lost irrecoverably and that it has not been utilised for the purpose for which it was issued may also be accompanied by the application.
