International Participants in C-DAC Mohali
Indian Technical and Economic Cooperation programme popularly known as "ITEC" was launched in 1964 as a bilateral programme of assistance of the Government of India.
Under ITEC and its corollary SCAAP (Special Commonwealth Assistance for Africa Programme) 156 countries in Asia, East Europe, Central Asia, Africa and Latin America are invited to share in the Indian Developmental experience acquired over five decades of India’s existence as a free Nation.
ITEC is about cooperation and partnership for mutual benefit. It is response oriented and it addresses the needs of developing countries.
Training:
Ever since the inception of ITEC programme, training of thousands of nominees of ITEC Partner countries have been the most successful cooperation programme and is highly appreciated by the recipient countries. Training, both civilian and defence personnel, constitute about 40 percent of annual ITEC programme budget.
Civilian Training:
Each year the Ministry of External Affairs emanels institutions, and training courses are identified. Thereafter, through Indian Missions abroad the information about the courses are disseminated to the Foreign Offices and other concerned departments of ITEC partner countries. Applications of the nominees of these countries, duly recommended by the Heads of Missions/Posts are then sent both to the MEA and the Institutions concerned. After scrutinizing the eligibility of such candidates, approvals for joining the courses are given by the TC Division. Government of India bears the entire expenditure for ITEC/SCAAP trainings in India, which include airfare, tuition fees, living allowances, medical expenses, book grants.
C-DAC Mohali is conducting the Course since 1999 in the Area of Hardware networking, Software like Multimedia, Linux programming, Bio- medical, Telemedicine. , CDAC ,Mohali have trained around 2000 participants under ITEC/SCAAP. Under this Programm CDAC Mohali presently Conduct 11 nos of Courses for the civilians of the 156 countries.

How to apply
Interested persons should apply, in the prescribed form, through their own Ministries/Departments or the Foreign Office, who will recommend the application to the Indian High Commission or the Embassy Resident in a particular country. The authorized officials of the foreign Government will be responsible for nominating the applicants.

The employees and officials of the Government, Public Sector Enterprises, Universities and Chamber of Commerce and Industries are eligible to apply for scholarship under ITEC and SCAAP. The scholarship covers free international airfare, tuition fees, accommodation, medical and healthcare and out of pocket expenses (Living Allowance). The Ministry of External Affairs of the Government of India gives the scholarship.

Applications of the candidates are then scrutinized by the training institutes in India for their eligibility from technical point of view, which includes educational qualification and work experience. The final decision for grant of scholarship rests with the Ministry of External Affairs, Government of India.

Upon selection, the Indian Embassies and High Commissions inform the concerned authorities. The Indian Missions abroad brief the selected candidates about the training Programme in India and also provide an economy/tourist class return air ticket to the candidates for their travel to India.

The various job oriented training programs conducted by the Centre are as given in the Annual Training Calendar. Seats remain limited in all the Training Courses and admissions to these courses are on first come first served basis.
Allownces
The training programs conducted for international participants at C-DAC Mohali are sponsored by the Govt. of India under the ITEC and SCAAP programs. The living allowance admissible to the participants includes the cost of air passage, free tuition, living allowance and lodging as per availability of accommodation. Lodging in air-conditioned rooms is provided to the participants. Currently INR 25,000 per month is provided as living allowance. However, students are advised to bring adequate money to meet the additional expenses on site seeing, shopping, long distance telephone calls, etc.. Detailed information about these schemes and the allowances admissible can be obtained from the nearest Indian Diplomatic Mission or Embassy.

By Air:
New Delhi Airport is the nearest International Airport. Indian Airlines and Jet Airways run daily flights from New Delhi to Chandigarh as per the following schedule:

By Train:
Three-and-a-half hours journey from New Delhi Railway Station to Chandigarh by Shatabdi Express train (fully air-conditioned chair car), which runs twice a day. The departure time of these trains from New Delhi, are 0740 Hrs. and 1715 Hrs.

By Bus:
Five-hours journey in Delux Coach Buses from New Delhi ISBT to Chandigarh. Volvo Buses also runs from Delhi to Chandigarh from ISBT New Delhi.
About City beautiful
C-DAC Mohali is 250 kms away from Delhi, the capital of India, and is situated near Le-Corbuiser's city beautiful Chandigarh. Chandigarh is the twin capital of the northern states of Punjab and Haryana. However, it belongs to neither state. It is a union territory and is directly under the administration of the Indian government. It is one of the youngest cities in India and the main languages spoken are Hindi and Punjabi. It is located in the foothills of Shivalik range of mountains. The city has a lot of tourist spots, which are internationally renowned. The world famous Rock Garden by Nekchand is a  collection of artwork made entirely out of waste. Rose Garden which is spread over 30 acres of land has around 1600 varieties of Roses. Another place of interest is the Sukhna Lake, for boating and watching the migratory birds in winters. For the sports lovers, there is an International Cricket Stadium.
Climate
Summers in Mohali are quite hot, with temperature touching 45 Degrees Celsius during April to June. Winters are equally cold with temperature touching 6 Degrees Celsius or even less, during December to February. Rainy season is between June and September and average rainfall is 130 cms. The maximum temperature during the months of September, October and November is 30 degrees.
The students are advised to carry light woolen clothing for the evenings during the month of November, and heavy woollen clothing for the months of December, January and February.
