Punjab govt to start M.Sc Nursing from next academic year

: Punjab Chief Minister Parkash Singh Badal wednesday gave a nod to the Medical Education & Research department to sign a
comprehensive MoU with HLL Lifecare Ltd. – a GoI enterprise for ten years for the purchase, installation and managing
maintenance of medical equipment and furniture in the government medical colleges and hospitals in the state.
A decision to this effect was taken by Badal in a meeting at CMO this morning. Badal asked the associate Vice President of
Procurement and Consultancy Division of HLL Lifecare Ltd. RS Manku who made a detailed presentation to the Chief Minister, for
installation of the state- of- the- art medical equipment in the medical colleges and hospitals positively by March 2011. Manku
apprised the Chief Minister that HLL was 100% owned by Ministry of Health & Family Welfare, GoI with varied business interests in
procurement & consultancy services, infrastructure development, diagnostic services, logistics/ supply chain management,
technology transfer having five manufacturing units, across India and with wide product range spreading across the world.
Manku informed the Chief Minister that HLL would offer procurement of goods and services, post contract management, logistic
services by charging a lumpsum amount of 2% on the entire cost of the procurement undertaken by it. He assured the Chief
Minister that HLL would strive hard to ensure excellence in the installation of the ultra modern medical equipment on one hand and
bringing good health and happiness to the people of Punjab on the other through the procurement of high- end medical equipment
with 100% accountability and complete transparency.
The Chief Minister asked the Chief Secretary to further fine tune the modalities involved in the smooth procurement of medical
equipment and hospital furniture in consultation with the top management of HLL and Secretary Medical Education & Research. He
reiterated that the quality of the medical equipment should not be compromised at any cost but at the same time he also asked the
HLL to ensure maintenance and training to the technicians for its operation.
Later, the Chief Minister also gave approval to the Hospital Services Consultancy Corporation Ltd. to undertake the site designing
and construction of government nursing institute at Patiala and a physiotherapy block in the medical college Patiala at cost of
Rs.4.50 crore and Rs.2.50 crore respectively within a year. Badal urged the Chairman HSCC VC Sharma on telephone to
immediately take up these projects to ensure their completion within a time frame.
The Chief Minister approved the design of the Nursing Institute and physiotherapy block to the constructed at Patiala during a
presentation made by Sanjiv Sood Executive Director HSCC, who assured Badal that both these projects would be accomplished
within the stipulated time schedule. He also informed the Chief Minister that HSCC had already been entrusted with the task of the
upgradation of Govt. Medical College & Hospital Amritsar and Baba Farid University of Health Sciences and its associated Guru
Gobind Singh Medical College Faridkot.
Taking part in the deliberations, Medical Education & Research Minister Tikhsan Sud urged the Chief Minister to start post
graduation in nursing in all the three government nursing institutes at Patiala, Amritsar and Faridkot. Badal agreed in principle to
start the M.Sc (Nursing) from the next academic session and asked the Medical Education & Research Department to upgrade the
existing infrastructure in these colleges for efficiently running the post graduation in nursing.
